There are many new rule changes for 2004, you can review all changes at www.usga.org 

A couple of changes are: (See Dickie Browne for a discussion on the following.)

  1. A golfer may now use any means to remove loose impediments from his line of putt, provided nothing is pressed down.

  2. There is no longer an automatic penalty in either stroke or match play if a ball off the putting green moves after a loose impediment within a club length of the ball is moved.

HINTS FOR SPEEDING UP PLAY

 

On the Tee:          

1) Be prepared to tee off when its your turn.
2) Find out what brand of ball your companions are playing.
3) Make sure you have a divot tool and ball marker ready for use.
4) If you hit your ball into unknown trouble hit a provisional ball.

In the fairway:            

1) While approaching your ball try to narrow your choice to two clubs.
2) Begin to plan your strategies.
3) Searching for ball should be limited to no more than 5 minutes. If you hit a ball into a water hazard search quickly for your ball and retrieve it. Do not try to pull multiple balls from the hazard when another group is waiting in the fairway.
4) Keep alert to your surroundings. If you have a hole open (clear) in front of you, then the group behind you should be allowed to play through. You should not have to have a course Ranger ask you to do so because this is a golf etiquette rule (Sec.1) This should occur during all rounds including tournament play.
5) After hitting, quickly replace your divot and proceed down the fairway. If you are riding it is a good idea to drive your cart immediately to the next player's ball. Do this before putting your club back in your bag. This way no one is moving while someone else is trying to hit. Once there you will have time to put your club away. 
6) If you hit your ball into unknown trouble make sure you hit a provisional ball.

 

On the Green:            

1) The player whose ball is closest to the hole tends and removes the flag.
2) The first player to hole out retrieves and replaces the flag. Also pick up any clubs that were lying across the flag so that they will not be left behind.
3) Never stop to get the scores while on or besides the green. Proceed to the next tee before recording your scores.
4) While walking to your ball, locate your ball marker, in your pocket or on your glove, so that you will be prepared to mark your ball so others may putt.
5) Locate any damage done to the green by your ball and quickly repair it. If you have time repair any other ball indentations that you may find. This helps to keep our greens in good condition. While exiting a green it is a good idea to tap down any spike marks that you find. Because these cannot be repaired, before putting, if they appear in the line of your putt or any other player's putt. (Rule 16-1 c)
